That's all I did, went through one at a time buying all the cars. I bought most of the Italian, German, American and Japanese cars last night and it cost between 15 and 20 million iirc.
Looking at a list of what cars are unlocked in different regions. Can you buy the cars that are unlocked at level 5,10,15 etc when you move or are these only given as free when you level up in that region?

Yeah you can buy them. The only cars in the entire game that you can't buy from the dealers are the three Limited Edition cars (Ferrari Challenge Stradale, Ford Saleen Mustang S281 E and Subaru Impreza S204), the three unicorn cars (Chevrolet Camaro 35th Anniversary SS, Lotus Exige Espionage and Mitsubishi Lancer Evolution VI TME) that are only occasionally on the AH when Turn 10 feel like it and the cover Fairlady Z. You don't need any of those to get the collector achievements though.
Germany is a horrible country to collect cars from, there are so many race cars that you have to buy : / So far I've got all the cars up to and inculding GB (apart from two cars I need to win in france and spain). Very close to level 50 as well now.

Just ordered a replacement hard drive, so should be able to get back on live in a few days! Although ive taken the plunge and ordered vista, so not sure if il be able to get the ICS back up and running!
iv managed to make a car for B class that weighs 2200lb's, and has nearly 700bhp.

i have seen some of these painting and i am very amazed by the detail in which they did it! at first though they somehow exported images but nope they were all made using the control pad
