KN9 SLI wont start, dead board?

Powered up the system for the fist time 5VSB and SLI pwr1 both on, no VCC light.
When I turn the PC on it starts then cuts out after half a second not even an error beep, the 5VSB light stays on but the SLIpwr1 light goes out.
There was no jumper on the CCMOS pins when I got the board and also the 4th pin on the CPUFAN socket was touching some sort of coil on the board.
If it were any other device I would have had an error beep I presume.
Is the board dead or could the PSU be no good?

    Nvidia 7100GS
    Jeantech Arctic 600W PSU
    250G SATA Western digital.

    Thanks.

Does the CPU cooler have to be a 4 pin type cooler?
I’m also suspicious of the Jeantech Arctic 600W PSU.

    Thanks.
