Failed MOT !

damn failed the MOT on my car for the rear discs and a brake pipe... The guy quoted me 280 Max

I have no idea on cars is that about right ? or am i getting fleeced?

What car is it? Discs aren't cheap and it depends what labour is involved in the pipe. Sounds a bit expensive but not unduly so.

You will need to confirm that with him but I would have said yes. Is it a main dealer? You really need a confirmed quote that is parts/labour and VAT. It is common for garages to quote the + VAT price which on a bill of £280 odd will be a substantial amount.

Again what car is it? With that I would have a better idea of cost.

If thats inc VAT & for parts and labour, two rear discs and brake pipes - thats not really that bad on any vehicle if you're asking someone else to get covered in the crap you picked up off the road. Will also include things like brake fluid, bleeding etc.
