What exactly is he going to be recording? And what platform?
ProTools is the industry standard for recording. However Id normally push Cubase if you are unfortunately recording on a Windows based machine as ProTools runs like a total dog on Windows.
If its more electronica - will they be recording from synths, or MIDI controling synth modules? Or both? If so - ProTools does offer amazing connectivity and routing for that kind of thing. However if you want to create music more than record music, maybe take a look at one of the more all in one bits of software like Reason or Ableton (especially good for live performance - can be a little clumsey for studio work although I've not had a huge experience of it).

if you on PC platform and need more fully fledged recording, try Sony Vegas. Is now more commonly known as a video editing program, but is a complete DAW (digital audio workstation) with ability that apparently matches protools. started life as an audio editing tool, then added video capability later.
The good stuff costs £400+

ProTools is the best, but costs a packet because of the hardware you need to use with it.
Cubase can do anything, and is well worth investigating. But it still costs quite a bit. Reason is also good, but also costs a lot.
Ableton live is probably the cheapest proper suite, and is very capable.

Audacity is an open source sound recorder/editor... free, but really quite basic.
Does basically the same thing as Adobe Audition (Cool Edit Pro)
Reason & Cubase SX are both pretty good although Reason is proberly the most fun to use.

I can recommend MagicScore Maestro. Use it myself, its functionality and friendly interface makes it easy to maintain and create your own music stuff.
Go to the link and download some trial softwares like fruity loops, cubase....
