How much ram have you got?.If i play the game on with settings any higher than normal on a resolution of 1024x768 with 512MB of ram i get ****ty fsp as soon as i put in another stick of 512 i can play the game all on high with nice Fps.

Hmm then there shouldn't be anysort of problem.I still find that sometimes i get ****ty fps and sometimes i get good fps and i still havent figured out why
It's not your sound is it try running the sound in safe mode just as a test to see if that gives a noticable performance increase.

i posted my recent 3dmark 03 up in the other thread I started and its back up to 7800, over 100 more than the original mark I did on fresh install!

That's a thing i found gave me the best performace gain in UT was going from XP to 2K i was geting like 10+ extra fps.

I dont think this has been stated yet and i dont want to sound funny but is your rendering device set to "Direct 3D" under the display settings menu? If this is set to software then UT will be terribly slow running. I started it up once and this was set to software. Even the menu system was running slow. This is the only thing i can suggest right now. my system specs are below and im running everything on High with 2xAA 2xAF at 1280x1024 i get around 30FPS. Its just about playable.
no, LOL, its set to D3D...i'm not that unknowledgable!
i set it to 2 aa and 2 af, its at 1138x what ever - not going up to 1280...
theoretically I should be running smoother and higher fps with what I have over your set up, but i'm not

Hvae you got any other games you can try with your card and then measure the fps, then we can be sure that there is a definate problem with unreal tournament, if there isn't a problem with the other games then try re-installing the game?

well the only other game i have is UT99...lol!
i think the trouble occurs with maps that occur outside - most typically onslaught ones cause theyre huge, i know there shouldn't be much slow down with the kit ive got so its just a case of flipping the right switches...thing is tehr are so many to fli; bios, general setting, in game settings...its a question of finding the right combination but not really knowing the best starting point could be whats going on.

I know you said your graphics card is only mildley overclocked but heat still might be an issue if the cooler is abit lose.Check on temps.
