no, don't think so as it is still based on the original work. Whether you can prove that is another point entirely.
Indeed, it is illegal. Depends on the copyright status of the photo though, I'm not sure if they have to explicitly state the copyright or what.

That's dependant on the copyright status of the image as far as I'm aware.

Well obviously not for the same pic, that's a silly thought hence why I omitted it.
I'd say that if you can take a pic and edit it to the point that you can't tell what it was originally, then you're not copying the picture, you're using it as inspiration.....whole 'nuther kettle of fish...

if you're using someone else's image and basing something from it, your work is a "derivative work" - and you need to ensure that it's licensed such that you are allowed to do so
changing it enough that you can't see the original doesn't change that - it just makes you more likely to get away with it.
but ask yourself this - would you be happy if $megacorp changed one of your images and turned a massive profit from it without even acknowledging the source?
If you sought permission from the copyright owner, or artist, and it was granted - you're ok.
