That's more bandwidth than most ISPs have. It's a great concept, but the traffic over it would be so incredibly expensive, it'd be out of the reach of mere mortals.
There's also nothing consumer level which could cope with that amount of data, so unless you were maxing out a load of gigabit NICs there's no point - even then your disks wouldn't be able to cope - neither would the disks at the other end (even if the network could).

40Gb/s is effectively theoretical. Internet2 holds the speed record of 9.08 gigabits per second, and that is sustained for 5 hours.
