Not really - the plastic 'pin condom' isn't air/water tight, and the whole lead usually comes sealed in a plastic bag as well.Electric contacts are also affected when in contact with air or other substances, a example u should have noticed are those green spots you see in metal (oxidation) they spread through contacts and affect there high conductivity properties.
Guess the plastic cover should make perfect sense to you now
I have a hologram mouse mat. Works pretty well with ball-mice, but I only use optical.

reminds me of when i bought about 40 of them about 3-4 years ago at a clearence sale of a company that was closing down, not only had they left confidential documents on them, each one had about 200 virii on it... guess thats why it was closing down!
