As I said before, take the case to the people you pay the cash to for the spot. They're the one's contractually obligied to provide you with a designated parking space and ensure that the restrictions are enforced. If they don't help, tell them you want compensation for each day that you are not provided with the service you've paid for.
They're the ones you can sue because it's their problem

Agree with Lucio, you're paying them for a service. Tell them you want another permanent space unless they can sort out your exsting one.....

Ring the police and say an Asian looking man with a large beard was acting suspiciously around the vehicle and that there is a strong smell of fertiliser or acetone/peroxide coming from the boot. Mention it doesn't have a parking permit but do all of this anonymously from a pay phone.
They'll act surprisingly fast and the car will either be destroyed in a controlled explosion or taken away and dealt with.

It seems I have a similar issue :/
I just started to rent a garage from the council which is at the end of the street, but quite often somone is parked infront of it. Going to assume it would be the house of the same number so Ill ask next week sometime.
Knowing my luck the council has probably made a mistake...
he/she probably reads hexus, so was probably worried about all the suggestions you were considering doing to their car..
another couple of suggestions if it happens again..
i noticed you said it was in an underground car park.. get a chair to stand on, dig around in ceiling for water pipes or sewage pipe (seen car parks on tv, they seem to have all sorts of pipework exposed), make a tiny hole right above car in said pipe, when they eventually come back to car, they'll find it covered in crap and won't want to park there again... you just repair pipe, and use the spot to your hearts content, they will never park their again for fear of having a sewage covered car.
insert another suggestion involving nails, hoovers and clamps, got to convoluted for me to word it right so i will let you guess yourself what it was.
