David Tenant's signed up for a 2009 run of specials so his extra hand is going to have a... erm... hand in him staying in his current form.
the doctor who canon says time lords get 13 regenerations - tennant is the 12th (counting paul mcgann's movie, but discounting peter cushing who was a hollywood replacement for hartnell, not strictly part of the who storyline)
the master did exceed the limit - by transferring his consciousness to other bodies - first to a scientist in The Keeper of Traken, then to a snakelike creature from the dalek homeworld of skaro in the doctor who movie. assorted subsequent transfers happened in the "old" dr who series (i.e. 20th century episodes), but it's never made clear how the master has gained fresh regenerations in the climactic end to the recent series. they also haven't cemented what happened at the end of that episode - they refer to the female hand seen nabbing the master's ring as the hand of the Rani, who was another renegade time lord, but are essentially leaving a plot hole for later series to plug as they see fit (see also, the doctor's "daughter" from a few episodes ago)

in all seriousness, the main source for enemies in the new series has been the pertwee era (pretty much every old character seen has been up against pertwee in the past). which leaves the silurians, the sea devils, and omega (ANOTHER rogue time lord. they sure know how to breed 'em), amongst others
They mentioned him in the Sontaran episode. The army officer referred to him as if he were still alive so it's always possible he'll make an appearance

As for the docter, iv been enjoying watching David Tennant, him staying would get my vote!
Just search for Doctor Who series 4 spoilers, and look for the one of them on the beach.
