If they attached a hydrofoil to it then it would probably go over water.
Trouble is it's going to be very heavy and so impractical and bodies of water that large tend to have quite large waves which would easily make the car unstable - you saw what happened to hammond, imagine that but going a wee bit faster.
Interesting point though, as air travel gets more and more expensive, shipping is going to become a much more viable option for long distance travel. A decent method of travelling fast (as in 100+mph) with a large load over long distances would be very profitable.

Almost certainly be the same spec as fighter aircraft canopies, which from personal experience of cleaning them are more than capable of handling bugs and small birds. In fact, why not just invert the wings of a fighter aircraft, stick better wheels on it and be done with it!
Wouldn't inverting the wings of a plane give tremendous downthrust?
