My mother-in-law pays £200 per month for gas/electric, im sure she is being taken for a massive ride.

Get some actual readings done. Unless she only has electric heaters and loves it tropical then some thing's not right

Thats way to high. Like Jimbouk said, get some readings done. I'd also check she isn't leaving things on.
