I don't know why it's 60 seconds .... default setting probably.
But there's really no need to report multiple posts by the same spammer. At least, assuming the other mods work the way I do there isn't.
When I get a reported post, the first thing I do is to look at the reason whoever reported it (and thanks for reporting stuff, by the way, 'cos it helps a lot) gave, to see if I agree. For spam, it's usually pretty obvious. And looking means going to the post. So for a spammer, the next step is to list all posts by that user. If it's a one-off, it'll be dealt with as a one-off, but if it's a series (and especially if ALL posts by a new user are spam), then dealing with them consists of ...
- ticking the box to mark ALL messages from that user (or if it's not relevant to all), ticking specific ones
- using a multiple delete option.
- optionally, ticking the box banning the user and deleting all threads he/she started at the same time
Clearly, doing it this way, the first thing I do for a spammer is to list all other posts, so I'd see other spammy posts anyway .... and delete them ALL in about 4 mouse clicks.
Obviously, any report of other spammers is eminently useful, but for a specific individual, it ought to only need one post reporting to get all spam dealt with, if the other mods do it this way. I assume they do.
