What just happened?

Hey,

I know this is probably not the first place I should be asking this, but I couldn't figure out who else to ask at this time.

Basically, half an hour ago a truck (belonging to some cement mixing company) was parked up right outside my house. Two men had pryed off a metal cover in the pavement to gain access to the water pipe underneath, and hooked up some metal attachment with a hose, connecting it to the truck. They then continued to have water pumped into the truck for about 15 minutes (spilling a heck of a lot on the road, there were leaks all over the attachment), then disconnected the attachment, replaced the metal cover, and drove off again.

I thought their behaviour was wierd to say the least, so I recorded most of it with the camera on a relative's phone.

Any ideas on what could have been going on? Should I be reporting this, and to whom?

Was it actually a cement mixer?

I would assume that cement trucks have a water reservoir, used to very slowly add water to the cement mix so it doesn't dry out.

In short, they nicked water.

yeh i see this all the time, ask your water company, they may want a copy of that vid, its not on unless the company has a meter on the pipe, and i very much doubt this.
