Think he would had been in his all rights to do a civilian arrest there and use reasonable force to detain him.
Anyway, with such a clear photo of his face and everything, I think it's only a matter of time till someone finds his name and he gets arrested. It's likely he travels that route often. So someone will get him.

I've put it on my facebook too, don't know how much good it will do. But I hope that the guy gets caught for it. I can't believe that someone would be so casual about stealing a phone and continue with it once being spotted by someone.
