I run my own email server, does that make me an 'internet firm'? And what about DNS services based outside the UK? or will they be logging the IP addresses of all packets sent and received? Then of course there are things like Tor which will render this useless.
A similar story to DRM really, it's something that just hurts the legitimate users (because in the end, we pay for the equipment/software to do the snooping), while everyone who has a real reason to hide their actions will do exactly that with little effort.
I don't mean to sound cold, or cruel, or vicious, but I am so that's the way it comes out.
