Odds on it was a mistake, but everyone seems to be jockeying for position to apportion blame.

Since when did anyone think they were getting 100% beef in their value burger?
This is why I've made my own burgers and sausages for years now.

Since the mad cow disease scares, we're supposed to have decent records for end-to-end on all meat product. A serial number on a box of burgers should tell you the serial numbers of every animal that went into it, where they were reared, what they were fed, where they were slaughtered, etc.
Not only can we not get that right, we can't even agree on the species of animal in a product that claims to be cow-based?
THAT is a cause for real concern. What if your filler isn't horse, it's beef not deemed suitable for human consumption? Or offal of questionable sources?
This case means a lot of very serious concerns over the meat supply chain.

Do I give a crap? Neigh. I mean, nay.
I do agree, though, that if you buy beefburger, the meat in it ought to be beef .... with the proviso, of course, that even the very best burgers are going to top out at about 80-85% meat, with the rest being onion, breadcrumb, herbs, etc and so on.
I have to say, personally, when I eat shop burgers (not often) they're Waitrose. They might cost more, but they taste far better.
But really, it's not that hard, or take that long, to just make your own. It's not even that hard to buy a decent cut of meat, and mince it yourself before mixing up and burgerising it. Then, use what you need and freeze the rest. A very useful buy of mine was a vacuum sealing machine when a friend pointed out a very modestly-priced machine at Aldi.
So now, I mince my own beef (sourced from a local butcher, who gets it from a local farm) add the herbs, spices etc as per my taste, and maybe a little egg to bind it, compress into a burger patty (burger press from John Lewis, though you can do a more rustic looking job just by hand), use some, and vacuum-seal and freeze the rest.
Maybe I ought to print up some labels and hire a market stall. I'm sensing a gap in the market.

I was referring to shop burgers. Check the ingredients list. A lot do indeed include onion.
As for my own burgers, I do add in some onion, because I like my burgers how I like them. The biggest single benefit of making your own is making them how you want them. Knowing what's in them, and for that matter, what isn't in them, is great, too.
Well horse is a premium meat - won't have been used for cost saving reasons when it could be sold for way more than beef on the continent.
The pork was just molecules worth in most cases, ie if they had been transported in the same truck that had previously had pork.
I would say processed with equipment that previously had pork used in it.
I'm sure horse steak is expensive (and quite sweet) but an old nag used to pad out the volume maybe? I just hoped they checked for human too.
