TBH unless you've got 2ft high coils of barbed wire it would do very little anyway. go for the razor wire.

Well, if you're not sure about the legality and stuff, then why not just "change" the wall (or border) that's already there?

If someone injures themself on barbed wire that you have erected and you do not have public liability insurance then you are liable for any damages.
