And I'd go for public liability insurance too TBH!
It's probably best avoided, legally speaking, unless you really feel it's necessary.

Trust me, I would if i could. Plan to live in the country when i'm older. Too many problems round these parts (part of the reason we need barbed wire )
write a nice letter to your counsil and ask them politely, explain why you want it and see what they say

if its your house then its basicly your to do what you want with it put it up and just see if your neighbours say anything if they do then take it down simple as that

The back of our garden joins onto some private garages which are used by the nearby council houses.

If someone injures themself on barbed wire that you have erected and you do not have public liability insurance then you are liable for any damages. A crazy situation and just about everyone reacts the same, it borders into the "old man with a shotgun defending his property" scenarios.
Nobody is saying you can't do it full stop (So long as it doesn't adjoin a public highway) but you should be fully aware of the risks involved. I know what it's like, I am a private landowner with council tenants on either side with somewhat 'active' and mischievous children. If it were up to me I'd have landmines on my boundaries.....but then what if one of the little darlings stubs their toe on one?
Come on your doing half a job here....... Go for razor wire instead
