    I have had no problems with PayPal or Ebay so far. Just keep your eyes out for things that are dodgy and everything will run fine

    Yes they can and will if you are a verified member. However there appear to be some discussion over at PayPalSucks.com that this maybe illegal in this country if they do it without permission and be in breach of UK banking regulations.
