I did A Level Politics via distance learning. It was an absolute disaster; webcam failures, net failures, computer failures. You name it, it failed.
Good luck though if your fianceé does decide to embark on one.

The OU one, they send you looooads of literature and you read it all, if you need help you have phone conferences, you can even go to meetings if you want to travel. You then submit all your work electronically and hey presto! If there are exams involved you have to go over to where it's based and sit an exam which would be just once per module i imagine.
I'm doing OU courses at the moment towards a psychology degree. The normal course seems to be 6-7 assignments and one exam. The assignments are a mixture of essays and practicals, but I guess that depends on the nature of the course. I have probably three more years of work ahead of me for my degree, so at 25 I'm about 5 years behind...
The material from the OU is very good. Courses are based on textbooks which are all included, totalling 6-10 inches of bookshelf per course. Also TV programs shown in the early morning on BBC 2, a videotape for programs containing confidential material (Being psychology, some personal information can't be shown on TV) and a series of audio-cassettes which aren't neary as cheesey as they could be. You are also assigned a tutor who holds optional weekly tutorials and who you can contact to discuss work. The website is very helpful and full of information and support for students.
OU degrees are very well respected in the professional world, often over degrees from other universities.
