My Q6600 has a VID of 1.325v too, but I can run it at 3Ghz and undervolt it. I use a Scythe Mine and it idles in the early 30's.

However, I recently re-enabled EIST to save power, undervolted and removed my overclock. I can't remember the last time I ran a game or anything remotely taxing on the PC so didn't think there was much point having it sat at 3Ghz all the time.
