    Sold Item To Us Ebayer Am I Being Scammed

    Hi If you read my other ebay post a few days ago simular to this you will think i am definately Paranoid Well perhaps i am but better safe than sorry! Why is it I always seem to get the Non paying Bidders or Non paying B_____DS If this is one also it will be my 4th in 10 weeks! Today i sold a electric Muscle/exercise pads for a good price of £45 but as i forgot to offer it just to UK bidders a US buyer with 0 Feedback won the item! He then contacts me asking if i wiil accept a Int Money order of which i decline and say only Paypal ! But i now recieved another email telling me he's having probs opening an account, "i thought the cost of £26 P&P would put him off but it didnt and thats whats worrying me surley he can get a new one cheaper in the US .. Infact heres his email...
    ok well when i opened a paypal account it did go thru my bank account but then they had sended this e-mail to me that said

    Access to your PayPal account has been denied because your name is
    similar
    to or a match to an entry on the Office of Foreign Assets Control
    Specially
    Designated Nationals (SDN) list. We are required to further verify
    your
    identity. In order to regain access to your account, please provide
    the
    following documentation:

    1. A copy of a government issued photograph identification (i.e.
    passport,
    driver's license).
    2. A copy of a utility bill verifying your address.
    3. A copy of a document verifying your date and place of birth.

    so now i am having troble faxing the documentation that they want, so to tell you the truth i dont really know how long they are going to take for my account to be valid. i am going to try to fax them over today. i really want this item so please help me out if you want i can send you a money order or one of my personal checks. please help me out!

    Any ideas as what i should do and is there a safe way of recieving cash other than paypal?
    And if i offered it to a 2nd chance bidder could the 1st bidder still buy it before the 2nd chancer even though its offered as a 2nd chance and would he be able to leave a Neg if another buyer won it via 2nd chance?

    If he can't get payment to you in your terms within a reasonable time, you say 'Sorry, I don't feel comfortable going through with this transaction' and sell it to somebody else. If he has a problem then he can take it to eBay.

    give him 5 days and say if money doesn't arrive by next friday u'll offer it to second bidder.

    Probs best to contact the 2nd bidder just to let him know what is going on...

    If you said in the auction that you only accept paypal and he can't send paypal, you're well within your rights to say "i'm sorry, but you agreed to my T&Cs, and now you'er saying you can't do it. I'm going to re-list the auction".

    Probably a scam, but could also be a stupid eBay newbie; PayPal verification can be a pain in the butt. But I would personannly not take the chance.

    In future, go into you eBay prefs and set 'block buyers who do not have a PayPal account'. You can also request 'imediate payment'.

    Most scammers don't have a paypal account and it makes a MASSIVE difference. No one can buy it now/bid then ask for unacceptable payment terms.

    Also, you can set 'block buyer who do not live in your shipping area'. The problem with saying UK only is that this only really effects the actual search. But you can buy an item that's in an area that won't ship to you, unless this extra setting had be added.

    Hi thanks for all your help ! He still aint got in touch after i said to him "you need to contact me straight away to sort this out"! But what i need to know is if i offer it to a 2nd buyer will he still have the chance to buy it (via Paypal) while that is being offered! And if a 2nd buyer does buy it,can he still leave feedback even though its sold to another?

    Hi Eddie! For me to take a personal cheque from you will cost you way too much! it will need to be converted into Sterling (Extra cost) at my end and then you still get bank charges on top! It would not be worth it to you!
    Listen mate i know you want this item so listen...if you purchased a Computer component for me ie PSU or MEMORY or something small like that in the US and that way i would get the equivalant in cash from you! If you want to do it let me know straight away and i will go online to a US Ebuyer or Tiger direct pick the item i want and then contact you and then you pay for it with your Credit Card have it sent to your address and then you send it to my address that way it saves all the extra costs and the messing about!     Tell him you're enquiring with E-Bay about how to relist the item or offer it to the second highest bidder as you're keen to sell it as it is holding up other purchases for you. It's a veiled threat and he may be kicked into action. Give him a deadline to pay with PayPal and keep all e-mails received from him.

    You are being too nice to him and giving him too many options. The whole point about the feedback system is to weed out the scammers to protect the E-Bay community.

    If he doesn't meet the deadline then report him as a non-paying bidder, give him negative feedback and contact the second highest bidder. You don't need to write anything nasty in the feedback - just state facts objectively. In future, check your advert carefully and take Dangerous Doms advice about how to restrict who can bid on your items.

    ok few things i need to claifiy here, i might have missed them in your post but if i have just let me know

    have you got a link to your actaul auction? Or can you copy and paste the bit about payment please? If you stated on the auction payment section 'paypal only' then you can simply file a none paying bidder report and relist/sell the item to a new person.

    HOWEVER, if you payment section didnt say paypal only (ie it said paypal or personal cheque) etc etc, then the buyer legally can pay you via one of the listed methods. so if you auction mentioned cheques then he can pay you with them - you cannot just go and re-list it without both of you and ebay agreeing.

    iirc he has 14 working days to provide you with the funds, or to arrange with you alternative payment methods/shedules.

    He sounds legit anyway, i would personally find out the current exchange rate, and the banks fees - then add up the total amount (eg if it was £70, i would ask for a cheque from him for the £70 converted to $USD, plus the bank charges)

    give the cheque 14 working days to clear and you should be fine.

    I relisted the item as the 2nd bidder never wanted it but i then got a Paypal payment from the us buyer...but its a echeque! Now ive never had one of those but i know not to send item until its cleared! What is the chances of it being dodgy and should i now close the relisted one?

    The echeque has now cleared in my Paypal accnt So is it now ok to post the item to him or can he in anyway stop the echeque
