Mscfg.dll Infected File - Help to get rid off?

I have this in two places, and want to get rid of it, AVG and Bitdefender recognised it but couldn't get rid ot it, registry mechanic and adaware didn't even recognise it! It is currently in Temp and Application Data, it says it is 'Adware Generic.NPL'
Does anyone know how to get rid of this? i tried manually deleting it though it does not let me.
    Thanks

Reboot into Safe Mode and try that little arsenal of ant-imalware tools again, or even just delete manually...
