Now my GPU doesn't downclock to 160/250 like it used to (instead, now it's 550/900, almost full speed). Bloody morons, couldn't get their crap straight Reverting to 10.3

Hell no - my Sapphire has been doing that since I got it (more than a year ago), and that didn't cause a single crash. And AFAIK from the 4830 series, only the Sapphires clock so low, and I would have assumed it's down to VGA BIOS - probalbly not.
Besides, it clocks up and gets a slight load when watching a youtube video anyway, so I assume Flash 10.1 GPU acceleration works anyway.
It wasn't the low clock causing the problem, it was the switching between the 2 quite quickly causing problems with the RAM I believe.
Eitherway they have raised the clocks for a reason, not because they have got it wrong.
Maybe so, but that would be worth mentioning in the release notes, then.
And in my case, the GPU clock is still lower (500MHz, full clock - 575), so switching still should occur. Unless you mean switching the RAM clock was causing the issues, but then clocking down the GPU would still be reasonable (of course, if possible, due to voltages and everything).
Maybe I'll dig in deeper to find something out
Nope....
Tried them but blocking is still happening with h.264 videos and the latest Media Player Classic HC
