You could create a little batch file that ran shutdown.exe
The command would be something like "shutdown.exe /s /m \\computer_name"

or if you use linux you can use plink. Make a bat with:
plink -ssh -l USER -pw PASSWORD "sudo /sbin/shutdown -h now"
(not very secure though as your user and pass will be readable lol)

Type "shutdown /i" at a command prompt.
it will bring up a graphical interface to allow you to browse for a PC or to enter its name. You can choose whether to reboot or shutdown from the menu

Access is denied.
Even with firewall dissabled. Stupid thing
Hmm, try psshutdown. It's similar but allows you to specify a username and password for the remote computer.

Program called wake on lan magic packet. Seems to work OK
Sorry, I forgot that if you are not on a domain then you will need admin rights on the remote computer.
Try creating a user account on the remote computer that has the same username and password as you use on your local PC and make sure that it has full admin rights. Hopefully that will sort things.
Have you considered using VNC?
For blastUK: I use this http://www.matcode.com/wol.htm

Try logmein
I thought that Log Me In was not local, and that it always went through the internet.
That makes it a bit laggy, and I dont think much of the security.
And it would be easier to get some small simple program working with remote shutdown.
I cant seem to get admin privilages for the computer I am trying to remotley shut down on my main computer, so it wont let me. Anyone know how this is done (Vista x86, Home Premium)
You need to make sure each machine has the same user account AND that account has a password set.
