The number of people on the DSLAM bears no relation to sync rate but it can relate to the actual throughput you get. Contention over over subscription on a DSLAM would cause a slow connection but the sync rate reported would be unaffected.

Re: My adsl stat's - are they ok?

I get about 45dB/26dB down/up, and cos i live in a block of flats that accounts for my poor speeds compared to what i could get closer or with a better line.

simple things like replacing the microfilter with a newer one added 1mbps downstream speed to the sync rate though, and changing the lead from the microfilter to the modem to one using cat5 shielded cable added another half meg almost. So making sure all the wires etc are good etc can help.

But in the end you'll hit a bottleneck of what you can do simply cos of distance and quality of line.

if you live in a house and it's been around for awhile then it's possible you could check the master socket to see if it is being filtered properly.... It MAY help with your ADSL connection to use the master socket for your ADSL and place a proper filtered face plate on it:
