If you still dont believe me, you can always download netlimiter (or similar) and cap the upload for the game to say, 7KB/s. Im sure its not going to effect your results.
The only way of improving latency on a cable network is to own a cable modem that allows the user to switch their upstream to another (i.e. the Surfboard SB5100 I own for telewest) , or try to bump into someone on the net who has that power and wouldnt mind switching you to a less utilised upstream.
Your other alternative is to switch to ADSL, but having seen on some sites lately that 10-15% of BT's exchanges with ADSL are overloaded, I'd look into it a bit more first hand.
And as for CS:S latency results between 30-40ms, I got the same on my NTL line, despite Day of defeat getting between 20-35ms. I wouldnt worry about it too much.
