I have a router that my PC is connected to. But in my room i have a second PC which i was hoping i could plug into the spare NIC card in my computer and access the internet but the ICS wont let me do this?

I have one question - why? What you're trying to do is effectively Double NAT, which is a Very Bad Thing as well as a PITA to troubleshoot. Just plug both PCs into the switch integrated into your router.
I could go into more technical details, but believe me this is all you need to know.
I cant access the Router as my house is completely wired, So are you saying this cant be done?

It can but believe me you don't want to go there. If you really want to share the single connection between 2 PCs in the same room get a small switch.
