Check these guys out..They're new but offer a very decent warranty with a replacement and your money back if it breaks in the first year.

Most are in the £650 bracket and come with semi-decent gfx cards.

I don't know what fps you're likely to get with these cards on oblivion but a 64mb (256 turbocache) Geforce 7400 has given me around 50 -60fps @ 1280 x 1024 on CS:S on reasonably high settings.

Having spoken to him about the limitations for a laptop on that budget, it may well be a desktop. Maybe I should make a new thread . But I thought something like:
Abit Aw8 S775 motherboard
E6320 processor (or my e6300 and I'll have the e6320 )
X1950 pro
320gb hard drive
Same PSU as mine
2 gigs of generic pc6400 memory (micron major from scan I think)

Came to about £480 before operating system and peripherals

He doesn't really do overclocking, so just trying to keep the prices down

you could build a nice micro atx system..

They are portable to a point especially if you can afford to use one of the very small cases and special power supplys.

Failing that the Silverstone sugo can take a double width graphics card and a full ATX power supply and you can stick it in a gym bag to carry around with you.

This would be my way.

Abit Fatal1ty F-190HD (uATX)
E6600
320gb HD
pc 5400 or pc6400 2GB
x1950pro
500W psu
Silverstone SG-01

Thats about £500
