FreeNAS does everything you want in terms of storage, but uses software RAID.

If you want torrents and whatnot you're looking at a server type situation. I'd opt for a flavour of Ubuntu (Server edition) with a few apps installed (Samba for file sharing and so on) maybe even make it a LAMP server and have it work out of the box.

Hardware wise, it'll run on next to nothing.
