    Instead of setting timings on ram cant you use SPD on it (serial presence detect) as Zak33 suggested. This should set up the ram automatically with settings that should definatly work.
    I had problems with my ram before (cheap ram) and i couldnt set any timings other than default. Ie. icouldnt even set the timings slower.

    Hang on hang on, you moved from a 133mhz duron to a 166mhz barton, are you using PC2100 Ram?
