Yes it is the Multiplier for the CPU.

NB FID = North Bridge Frequency.

CORE FID = CPU Frequency.

NB VID = Northbridge voltage.

Core VID = Core voltage.

For frequency 14x = 0c 14.5x = 0d 15x= 0e and so on.

For voltage it seems to work in reverse so the higher the hex number the lower the voltage. 14h = 1.288 and 16h =1.264 etc.

The Following settings will give you 3.2Ghz at 1.325 volts (approx) which is probably a good starting point.
