if you wanna go cheap look for a thermaltake aquarius II, still pretty poor in relation to others but will fit your budget

q.tec water cooling afaik hasnt got reliability problems, its not known to leak or explode like there psu's. That may ofcourse be becuase tehre so crap noone in there right mind would acctually buy one, except if they know notheing about watercooling and the marketing catches there eye...
