It's not bad, and it should do all he needs to do with ease.
I would go for photoshop elements, easier to use the GIMP or the full PS. Have also heard good things about the microsoft photo editing package, ment to be very easy to use, just cant remember its proper name.
I think someone has modded the gimp to have a layout much more like photoshop. Don't know if dev is still active, but I am sure I downloaded it a few years ago.
Look for gimpshop.

I have little/no experience using photo editing packages, but I used the GIMP to create my signature (below) using online guides. I've had a play around Photoshop before but its no easier to use.

i have never seen where the whole " the GIMP is hard to use" thing comes from, i have always found its interface to be much more intuitive than that of photoshop.
and, seriously, its free, let him try it and see if he likes it, i have found people that have bee indoctrinated into the photoshop interface find the gimp hard to use because its interface is different.
