    An OEM licence is for the machine it came with, you are breaking licencing laws by swapping it to a new Mobo, cpu etc.

    Legally you have to purchase a new licence.

    Legally, you dont. According to the license you do. The law takes precedence over what Microsoft tell you what to do.
    However it is impractical and probably easier to just get another OEM license.
