Hey guys, thought I'd chime in here as I've had the problem for practically a couple years now.
I got the IP35 pro immediately when it was released and found it was stuck in this infamous reboot cycle. The most logical choice was to replace the power-supply, but that was odd given the fact I was using a PCP&C 610W. I hesitantly RMA'd it and got a new one. But, the problem persisted. I then RMA'd the motherboard and got a new one. Problem still persisted. Moving RAM sticks around and changing their voltage did not fix the problem.
I still have the same problem to this day. I even flashed my bios recently from 10 to 17. No difference. I'm still able to use my computer because I've become accustomed to working around it. Particularly by using sleep instead of shutdown. When it does happen, I have to reset and reconfigure the CMOS (use profiles it's faster!).
When I sell this computer I'll probably replace the powersupply with something crappier which the board gets along with. The whole experience has been really disappointing and has left the sour taste of abit in my mouth.

ive been trying to fix my pc for weeks now and there has been no progres at all, only a £180 bill this is how it started...
i did a fresh install off my pc a few weeks ago to clean up the hard drive but once i had installing vista and the drivers my pc randomly froze up after a few hours and wont load up properly. the pc turns on for 5-10 secs then just turns off again and just contnous to go in this loop of restarting on and off, with nothing comming up on the screen. so i tested some of the hardware to find out what the problem was and found out my Intel Core 2 duo 2.66 GHz had just blown so i thought buying a new cpu would solve the problem but soon as i put a brand new intel core 2 quad 2.66 GHz the same problem happened again...
should i just buy a new motherbord or is there another way to fix this?

Mine started on my IP35-E a month ago after two years of no trouble whatsoever,I seriously doubt it is PSU related mine PSU is a OCZ 600w , I cant afford a new motherboard ,and I find disconnecting the ram then reinserting get it started again most of the time,but if I switch off the pc it never boots up again on its own,very irritating.
Even mine has started playing the 8.3 game after 2 years of use. Any quick fixes? I dont want to keep my PC up 24X7.
I guess I would be the 10th person having the same IP35-PRO Boot problem...
Mine is doing the same... Problems to Boot at powerUP, That only can be partially solved using sleep... But If you power-Off the Abit IP35 PRO, you will have to press the Power Bottom sometimes for about 3-8 Minutes!!
Did Anyone Here knows Any Work Arround or Something to Fix this Boot Problem?

As I mentioned Before, I have to use the Sleep Mode and my IP35-Pro Works OK (It Turn OFF and ON without Problems), But If I removed the Power-Cord or Turned OFF the Power-Supply, The Computer Dont Boot´anymore, and then I have to Keep Pressing the Power Buttom 3 to 8 Minutes. Both CPU and Graphic-Card Fans then Start to Work (Power-ON), and Almost Inmediately it Turned OFF... If I keep Pressing the Power Buttom, the Computer Power-ON and OFF every 30 seconds!!
Only After I keep Pressing the Power Buttom (3 to 8 Minutes). the Computer Power-ON, Windows Load and All Works OK..
I Already Try with Other Memory Modules and 3 Power-Suply. Flashed the BIOS to the Latest version 17. Removed and Re-Installed all Cables + Cards, without any success, so I think the problem is the same that others IP35 user have experienced..

would be interesting & useful to know what codes the POST LED is showing as it's doing that.
Have you tried replacing the CMOS battery?
which exact other 3 PSUs did you try?
Have you tried a full CMOS clear & then setting the BIOS up from scratch again?
More often than not the problem turns out to be some other component in the system other than the mobo (not to say that no IP35 Pros failed but far fewer than PSUs, gfx cards etc.).
The LED always Display C1, The Computer Turned OFF, then Turned ON and start all over again...

I also Try to Power ON my IP35 Pro with others Graphic Cards, and as mentioned before it goes to C1 and then to OFF and ON again and Again...
C1 is a memory error (can cover gfx card RAM as well but as you have tried varios cards probably means your system RAM).
Have you checked the RAM voltage settings in the BIOS?
The Corsair that I am Using with my IP35 PRO is:
-TWIN2X2048-6400C4DHX with Memory CAS Latency: 4-4-4-12-2T at 2.1V
Yes, I Have checked the RAM voltage settings in the BIOS... Have Used the Normal Default Settings and also (to see what happens) try with 4-4-4-12-2T at 2.1V, without any success...
I have try with other memory modules from Kington, Corsair and OCZ.... Always reseting and clear the BIOS for about 10 Minutes, and then setting the BIOS up from scratch again.

The board is indicating a RAM initialisation problem.
I Don´t have anything else installed (with onboard RAM)...
As Mentioned Before, If the Computers passed the C1 (after several minutes pressing the power button), the the system BOOT OK and Fast without problems, so may be you are right could be a RAM initialisation problem.
However, is very suspicious that I have the same BOOT problem with other RAM Modules.
