Can anyone confirm if the CPU voltages fluctuate in windows when the system is idle.

Yes mine does between 1.14v and 1.30v

Depends on your OS.

idle = there's a little fluctuation, if you get cpu useage 0-4% for example there's a slight increase.
loading the CPU see's a rise in vCore to ~ 1.240 or so.

Small amounts of load on the CPU show an increase in vCore. Running cpu-z for example gives between 1.181 and 1.185v. Would imagine something like uGuru would produce a similar result.

Voltages measured via DMM btw
