That is interesting to hear.
However, I still remain skeptical.
If there is no functional difference between the USA version and the version intended for the Canadian market then there would really be no reason to differentiate between the two on the hardware level. A printed manual isn’t really necessary and a set of manuals in multiple languages could easily be made available on the install CD.
If I am not mistaken, the TV Wonder 650 wasn’t available in Canada during the initial launch before the recall. I suppose I could be wrong about that but the early reports after the recall and re-release seem to indicate:
Pre-recall: 100-703261
Post-recall: 100-715331

I don’t think ATI ever really addressed what they were doing with the recalled cards. Not publicly identifying the cards that were recalled is a bit shifty IMO and makes it difficult or almost impossible to tell if your supposedly new card was actually sold before. The fact that these cards were physically re-worked also doesn’t help to identify them as new or originally recalled products.
For all we know, many of the 100-703261 cards in the Canadian market are recalled cards from the US market. Since ATI gave us no way to make such identification its an open question.
