Can anyone provide me with the name of insure companies that specialise in insuring young drivers please?

No companies specifically cater for younger drivers, its all dependant on your circumstances, one company that is cheap for one, might be horrible for another.
Location, driving experience, NCB (if any), specific car, any optional extras or modifications on said car, if your wanting finance to pay monthly, convictions, your profession, additional drivers (if any) etc etc etc, there are hundreds of factors that are taken into account.
Try the usual suspects.

Check your postcode against the risk grouping, iirc alot of Manchester is quite high up.

Endsleigh was cheapest, but, that was over 15years ago.
Tesco & Chris Knott (and I think that is who Rasta means) are companies I've used personally, thumbs up for both of them
You could explore/exploit the second driver option.
CK don't insure drivers under 21 and have several blacklisted postcodes - so not likely to be much use to a young driver
also known as fronting and illegal. I'd suggest not exploiting this, slippery slope indeed.
edit - unless of course you mean he naming a seasoned driver on his policy.
Personally, I'll second the recommendation for Adrian Flux - the beauty of them being that they recognise passplus and I managed to get no less than a £450 premium reduction as a result of it.

I've not been driving long myself, there is an insurance Company named " Young drivers ....... " but I found there not much cheaper. Best option I have got is £900 Insurance and a 3K excess :/. There are options, with a much cheaper excess ( £200 ) but then your insurance is 3 - 4K +.
Alternatively try and insure yourself as a second driver and some Insurance companies include no claims bonus on the second driver as well. If this is an option for you once you have built up your no claims look at getting your own car.

Is this the car you were planning on buying to share with your mum? If so you could quite legitimately get her to insure it and have you named as a second driver... p.s. but don't expect that to be cheap: it'll still add a lot to a policy to have a young male new driver listed.
Cheapest I have had is £1500 but again thats with £3000 excess and as you saying, anything with less excess is expensive to insurance.
The cheapest insurance I have found is £2200 TPFT for a 1.9 Diesel Focus Estate that was on sale at £750.
I was going to do the I have a car with me insured and mother as named driver, but two or three companies I phoned said it would make any difference.
