PZEV vehicles are required to meet tight emission test requirements for volatile organic compounds (VOC), oxides of nitrogen (NOx), and carbon monoxide (CO). There is a confusion about what "green" actually is and how it applies to PZEV. There is no fuel economy requirement in the PZEV standard. PZEV is purely concerned with the above emissions for AIR QUALITY reasons, it has no standard for CO2 emissions.
Is a vehicle that emitts zero CO2 but produces all sorts of nasties during the manufacture, use and disposal a green car? People focus far too much on CO2 with regard to cars and not on the other emissions.
