    This goes right back to early film - how old westerns have you watched where the gun fighters appear to have unlimited ammunition, or shoot with astonishing accuracy, or die with a single fun shot any where to the body?
    As has been said several times, its artistic license. Does drive me mad though. Remember watching Enemy Of The State, and getting quite annoyed (still enjoyed the film though).
    I think what tends to happen is that as knowledge becomes general (i.e. understood by the public at large), accuracy in films improves. Take my first point above - in most shooters these days, the gun fighters do run out of ammo....but they are still very accurate!

    Only the heroes are accurate.

    Everyone else (with bigger and better guns) doesn't run out of ammo, nor do they manage to hit anyone important.

    They just exist to miss or to die. Or to do both.
