It isn't even a good ripoff of the site - the reds are wrong (comeon, how hard is it to use photoshop instead of paint?)
I think they'd have a very difficult case defending that in court, but IANAL.
Pages like firebox, prezzybox etc all seem to use the same template but at least they change the colours and the text.

Doubt it.
Firstly I know the chap who did the graphic design work for the real site and secondly they've picked up all the metatags and trademarked names and logos!
They seem to have just lifted the entire site and changed a few details.

Both sites look pants, surely if your going to copy something you at least make sure your copying something worth copying, no?
If you look at the source code of the second site site you will see this line:

Which probably means they mirrored it from somewhere else and put their own URL in after.

Opera reports the 2nd site having an expired, probably self signed, certificate:
(1) The server's name "www.seal.co.uk" does not match the certificate's name "*.giraffe.co.uk". Somebody may be trying to eavesdrop on you.
(2) The certificate for "*.giraffe.co.uk" is signed by the unknown Certificate Authority "*.giraffe.co.uk". It is not possible to verify that this is a valid certificate.
(3) The certificate for "*.giraffe.co.uk" expired 08/08/2008 11:18:53 GMT. The webmaster should update the certificate(s).
