I think it could be - depending on the mood/arrest quota of the officers around, perhaps.
A friend who's in a local force advised me to stop carrying my Leatherman around with me as I could be 'done for it' (even though I have a reason to carry it) so I've always been cautious as a result... *
Someone more informed may offer a more qualified opinion though..

Any item carried for self efense is classed as an offensive weapon and ilegal, be it a knife, sword, umbrella, or whip. If you carry a whip for other reasons its not a not ilegal. Sharps are covered under other legislation. The problem you can get is that if you get pulled (by plod) they might decide its down to a court to decide if your carrying the whip for defense, and then you get lots of hassle. If its for a fancy dress just leave it in a bag until you arrive.
Leatherman bit. If its got a locking blade then you need a good reason to carry, problem is (yet again) that it can be decided to take it to court and let them decide. You can get models with sub 3inch no locking blades (this goes for multi tools and knives) which are legal to carry. But you can be denied permission to travel on bus / train or access to buildings if you carry a legal sharp. I carry either a swiss army cyber tool, or a non locking folding knife (very nice made by Taylors Eye Witness in Sheffield) all the time, both of which are Uk legal carry.
Best UK forum for info on stuff like this is britishblades, very good a friendly forum, mainly about custom made stuff not weapons.
