your employer should have a greivance policy, and that will give you details of how to raise a complaint. the complaint will be investigated and dealt with appropriately
if your problem is simply because someone is marking emails as high priority, you would probably be best speaking to your line manager about it. they may take it further if required, or assure you that you are worrying unnecesarily
Well i'm between contracting and consulting and this tit is driving me mad because everything is high priority.
My line manager doesn't give a toss, and I'm worried that if I start ignoring them, I might get in trouble.
I wouldn't actually do dob someone in for it, I'm just curious as to if its against most copy + paste polocies people have!

I don't know of any official policy on urgent emails where I work and I've never encountered one at any of my previous employers. As far as I'm concerned it's always been a case of if it's marked urgent then you look at quickly but act on it according to the merits of whatever's contained. So if the work is actually urgent then I just reshuffle the rest of my priorities, if not it goes into the mix with everything else.
I guess if you're getting a lot like that it would start to get irritating. Are you actually being overloaded with genuinely urgent work, or is it just a few people playing silly buggers and trying to get in before everyone else?

as you've raised the issue with your line manager and they aren't bothered, you've cleared yourself so you don't get into trouble. it's up to your manager to manage your performance, so if there was a performance issue or complaint, they would handle it, usually informally at first unless it was a serious issue. thus if it was problem, your manager can't complain to you as you asked first what to do. if it did become a problem and your manager was involved, then it would be up to your manager to tell you what to do with those emails, whether you should treat them all as priority or not
in the meantime, treat them as you see fit in the grand scheme of your other workload. i would avoid telling the sender, even informally (as it can come back to haunt you - once i informally told someone that what a manager sent out was a "load of rubbish", being unusually polite, as i'd normally have used several swear words, and that got back to them and they complained to my manager. fortunately what they had sent out was rubbish and i had proof, but the point was that you can't say certain innapropriate things)
i wouldn't worry about it too much if i was you, you are in the clear. you could perhaps email her and say that all her emails are marked urgent, is this in error, as you can't prioritise her emails as a result of her over use. don't ask her or tell her what to do, as that can cause you a problem, leave it up to her to figure it out
In the corporate world, if in doubt, adopt the basic CYA principle. Cover Your Ass.
Get guidance from whoever you report to, and do it in writing. Outline the concern, that it is interfering with the work, and abide by their answer.

Are you seriously considering complaining about someone because his emails have a little red envelope icon rather than a little white envelope icon?
Why would you expect your line manager, HR or anyone else to give a toss?
If you're worried about getting into trouble if you ignore his emails, well, if it's your job to do the stuff that he asks for in his emails, then yes, ignoring them wouldn't be a good idea
If he has a project to compete and you are one of the resources allocated to him, then it's down to him and not you to decide what is or isn't high priority.
