Water is blue, but only very slightly, so when its shallow, like in a sink of bath, it seems colourless. But when its deep, like the sea, there's so much you can actually see the blueness. Or maybe its something to do with the fact that it lets most light through, so only a little bit of light gets reflected. Obviously, with the sea, there's a ot more light being reflected.
