    Speak with your housing association, say whats happened and that its not worked and ask them what the next step is.

    Personally i'd put a sign up saying 'cars parked here at owners risk' and hire one of those big foot 4x4 things

    or heres an even better idea

    buy 2 bangers off ebay. wait till he parks. then park one banger in front, less than an inch away, and one behind, a similar sort of distance away. put the handbrakes on VERY hard. let most of the air out of the tyres, and put the cars in 1st gear or reverse. should be just as effective as clamping imo

    Him threatening you is a criminal offense, you could report it but if nothing was done it probably would make things worse.

    I'd put a burning bag of dog crap on his door step and set up a camera...

    Don't throw away those letter's from him. That's the smoking gun and shows premeditation should he ever do anything. And don't reply with anything that can show you aggrevating him. In fact, see if you can get him to shooting himself in the foot even more. Then let him know that they have been passed on the police. In fact the police would probably be a better option then the counsil or local HA. Is it not illegal to block access to your property? You could even clamp him if it you land, could you not?

    like everyone said take a picture of the note if you can. dont pritt stick it though you are
    just going to make them more likely to be violent. You can probably clamp it as its not against the law unless you charge money i think but you should check that.
    Resisdents association is the way to go.
