I Think the parents are responsable aswell, they must now what the child does...

And there's the problem in a nut shell.

The parents don't give a monkeys about what their children get up to. Before my wife went to University she worked at a local school in the roughest area of where we live, there were 10 year old children that had to get themselves dressed, fed, and off to school as their parents were still sound asleep in bed hungover from the night before !.

A perfect way of creating a screwed up child who eventualy becomes a teenage waste of space, it's very sad

Parents should definitely be held more responsible for the actions of their kids. A lot of kids hang around in groups because they have nothing to do. Everyone complains about it and then your local council goes and sells the park to build more houses on, shuts down youth clubs and people object when they try to build a skate park. I’d rather they were skating in a park than down my road where they’ll most likely knock my wing mirror off.

Combine that with dumb/lazy people seemingly having more children than hard working/educated people and you can see what is keeping civilisation back
