You don't need a huge PSU for 1 GTX280.

Without getting into a mudslinging match I wouldn't want to risk it on a 500w PSU or thereabouts.
Well I have 620w PSU so should be ok with that.
what about a 540w PSU with either an 260 or 280?
oh and also 192 core 260 the old or new one?
192 is the old one... the new one has 216... Novatech have a standard spec Zotac GTX260 216core for 210 plus free delivery (3-4 days) ... very tempting...

it all depends n how much power the rest of your system takes up and what kind of PSU it is. You have to look at how much power it can deliver across the 12v rails(or single rail).
Genrally speaking i would have said a good quality 500-550W psu (Corsair HX, Seasonic S12 etc) would be fine for either card in a normal single CPU system.
According to Anandtech the HD4870 1gb is a better card than the GTX260 with 216 shaders:
