As I said its too small to read the scale those spikes could be 1mV or 2V for all I can tell. Upload a picture we can actually see the detail of or tell us the magnitude of the spike.

so not a driver problem, long shot but maybe try underclocking the card ever so slightly, 5 or 10% or so to reduce heat and fan speed and hopefully increase stability and lower it's power draw.
or try another psu if you have one lying around, as ur first thought might have been right!
yeah dont have a decent enough psu to test it out but as im doing a computer course ill see if any1 there has
